Block Parties

Block parties are a great way to build connections and create lasting memories with your neighbors. Hyde Park Neighborhood Association (HPNA) members can now host a block party with support from HPNA! If you’re interested in organizing one of these events, HPNA is here to help!

HOW TO APPLY FOR BLOCK PARTY PERMIT:

HPNA has provided a step-by step guide below to assist you through the Block Party permit application process. It is recommended to complete this process at least 30 days prior to the event to ensure adequate review and approval time from KCMO, approval is not instant or guaranteed.

  1. Log in to your CompassKC account here.

    • Note: Instructions are provided online for creating new accounts if you haven’t already done so.

  2. Navigate to the “Apply” tab within the black horizontal toolbar at the top of the window.

  3. Search for “Street Block Party” and click “Apply”.

  4. Search for your location of Block Party, such as “3900 Charlotte St ROW” and check the box to add location to the permit application.

  5. Add yourself and/or neighbors as event contact(s). Only one event contact is required.

    • Note: The applicant must be a resident along the block in which the block party is proposed.

  6. You must acknowledge and accept the following requirements and conditions:

    • Applicant must be either a neighborhood resident or the Neighborhood Homes Association Group.

    • Applicant is required to block-off the street during the hours specified herein.

    • Access must be granted to authorize emergency vehicles and residents within the blocked-off area.

    • The applicant must provide signatures from 60 percent of the residents in favor of the block party who live in the blocked-off area.

    • Applicant and participants must comply with all City Ordinances, including those governing noise, liquor, and fireworks.

    • Block Parties may be conducted only between the hours of 7:00 AM and 9:59 PM.

      • Note: all block party activities must conclude before 10:00pm.

    • Applicant is responsible for the clean-up and removal of all trash and litter from the street, sidewalks and public ways.

    • The Applicant or their designated representative must have all applicable permits (Block Party, Liquor Control, Noise) on-site during the event and present it upon request to any Police Officer prior-to or during the event. Failure to adhere to the ordinance requirements will render the Block Party Permit, if issued, VOID.

  7. Indicate the date, start and end times for the event.

  8. You must acknowledge and accept to pay the $30 refundable security deposit for signs and street barricades.

  9. Indicate which portion of your street you plan to barricade, such as “Charlotte Street from 39th Street to 40th Street”.

  10. You will be required to provide evidence that all of the residents who live within the blocked off area have been notified in writing of the proposed neighborhood block party. A copy of this letter must be uploaded to the permit application.

  11. You will be required to complete the Block Party Petition Form and receive approval signatures from a minimum of 60 percent of residents who live within the blocked off area.

  12. You will be required to submit a sanitation and cleanup plan.

  13. Submit permit application. Please note that KCMO review may take up to two weeks.

  14. After your permit is approved, call 816-513-9841 at least 24 hours before your event to reserve barricades.

    • Pick-up requires your approved permit and a $30 refundable security deposit (check).

FUNDING:

HPNA has allocated funds within the annual budget to reimburse HPNA members for reasonable, block party expenses. Up to $150 is available per neighborhood block, per calendar year, for KCMO permitted block parties, while funding lasts.

HOW TO GET REIMBURSED:

The applicant must be an HPNA member in good standing (annual dues paid at least 30 days prior). After completion of the block party, please complete the form below to request reimbursement. All receipts are required to be submitted for consideration. Only one reimbursement check will be distributed per party, so all neighbors may wish to provide receipts to the applicant at the time of reimbursement request. Please be advised that a limited amount of funding is allocated per per calendar year, so please check with your area HPNA representative for availability.

Note: Alcoholic beverage expenses are not eligible for reimbursement.
